The "Table/insert cells/insert" works as one would expect, inserting the row before the current row.
However, the "Table/insert cells/append" appends cells (rows) to the end of the table. One would like to be able to add the rows immediately below the current row. I am used to something like this with other editors eg Open Office Writer - there one inserts cells BEFORE or AFTER.
I humbly second robertbogner's comments. What or how he describes "how it should be" is totally adherent to how most all other products "do it".
AND, there's general end-user consensus that this is the expected how-to-do-it, and the end results in these other products is what's expected.
These other products that do the same options with the results that Robert states have long done it this way, and it has worked for years.
PLEASE NOTE THIS ADDITIONAL:
RE: << One would like to be able to add the rows immediately below the current row. >>
Actually, the options in other
competitive-but-generally-equal-features products correctly allow Append to
BOTH the rows
AND columns immediately ABOVE and BELOW the current ROW.
That is, the same Append features also are usually enabled in other applications to Append COLUMNS as well as ROWS, and both ABOVE or BELOW the current ROW and /or COLUMN -- or to the LEFT or RIGHT of the current COLUMN, would be more accurate description-wise.
