For me, this is a specially hated one of these foolish Word automatisms. It has driven me crazy more than once. Word simply refuses to accept that 1) I sometimes like to have ordinals in copy text and 2) I don't need any unwanted help, thank you.
TextMaker, in contrast, does only what I want it to do, and nothing more. If you need mouseless bullets or numberings, you can easily define your own keyboard shortcut for it by way of
Tools
Customise
Keyboard Mappings... Choose "Edit", Group "Format", Command "Bullets" or "Numbering". There you can also define shortcuts for "Skip numbering" and "Stop numbering".
