I tried to tab but still the bullet is at the margin. I want to line up the bullets with a certain existing tab setting.

There is a way you can inset a bullet. Highlight the bullet lines and go to Format -> paragraph. You can the set the left insert to whatever size you want, which then insets the bullet lines.

Edit

Set left and first line indent with Tab and Backspace keys
Place the cursor right after the bullet and press Tab to move it to the right.
